From High School to College: The Transition

Students StudyingThe purpose of this Transition Guide is to inform high school seniors with special needs what to expect when they attend Orange Coast College. As you read through this guide, it is important to keep the following two points in mind:
  1. First and foremost, each new student needs to understand that Orange Coast College is not an extension of high school; it is not grades 13 and 14. It's college!
  2. Secondly, each student needs to keep in mind that Orange Coast College has NO SPECIAL ACADEMIC PROGRAMS other than those offered by the Learning Center. For example, there are no special Culinary Arts or Early Childhood Education programs. Nor are there any special classes, such as special history or psychology classes. Special needs students must meet the same academic requirements as any other student. That means that they must take the same exams and complete the same papers as those students without special needs.


DIFFERENCES BETWEEN HIGH SCHOOL AND COLLEGE

Right to an Education Title V-Privilege, Not a Right
School District is responsible for identifying the learning or other type of disability.

Student is responsible for providing documentation that establishes verification of the learning or other type of disability.

The OCC Learning Center may do an evaluation to determine the eligibility for the learning disabilities program.

School District designs the Individual Educational Plan (IEP). Student identifies his/her needs and establishes the Student Education Plan (SEP) in collaboration with the disabled students’ counselor or learning disability specialist.
School District ensures that the IEP is implemented. Student is responsible for their own academic progress towards goals established in the SEP.
Teacher functions as an advocate. Student must advocate for himself/herself.
Fundamental alterations to program of study are made. Fundamental alternatives of programs are not allowed: Classroom Accommodations may not alter the fundamental nature of a course or impose any undue burden on an instructor/institution.
Personal services (e.g., personal aide) are provided. Personal services are the students’ responsibility.
Success is more of a right. Only the opportunity to succeed is provided.
Transportation to and from school is provided. Transportation to and from school is NOT provided.
